MeSH Business Wizard

Turn a plain-language business idea into a step-by-step formation roadmap — filings, permits, financing options, and compliance deadlines, with direct links to official government portals.

Who it's for

First-time founders starting small food businesses — home-based cottage-food producers, farmers-market sellers, and neighborhood bakeries, cafés, and other food-service operations. Initial coverage is California and Texas, with formation, financing, and regulatory data curated per jurisdiction and verified against primary government sources.

How it works

  1. Describe your business — name, state, city, and a few checkboxes. No account, no email required.
  2. Get your roadmap — formation steps in dependency order, startup cost estimates, ranked financing options, and a compliance calendar.
  3. File it yourself, or get help — every step links to the official government portal first. Where a trusted service can do it for you, we show that option too, clearly disclosed.

Sample roadmap

Generated by the actual roadmap engine for “Golden Hour Bakeshop” — a home-based sourdough and preserves business in San Jose, California, operating as a Class A cottage food operation (direct-to-consumer) with an LLC formed alongside, $3,000 in starting capital, and the founder's own projection of $2,000/month at about $9 per sale. Formation steps, the compliance calendar, financing ranking, and the financial outlook appear exactly as the engine returned them (financing excerpted to the top four). Costs are estimates and vary by county.

Formation steps

  1. California Food Handler Certification (Cottage Food)$25 est.

Cottage food operators must hold a valid ANSI/ASTM-accredited food handler card before commencing food operations. Valid 3 years; renew 30 days before expiry.

  2. California LLC Articles of Organization$70 est.

File Articles of Organization with the California Secretary of State to form an LLC.

  4. California Cottage Food Class A Registration$732 est.

Register with the county Environmental Health Department to operate a Class A cottage food operation. Direct-to-consumer sales only (home pickup, farmers markets, community events, online/mail within CA). Revenue cap is CPI-indexed from the 2022 $75,000 baseline; verify current cap at cdph.ca.gov. No routine kitchen inspection. Annual renewal required.

  5. California Franchise Tax Board Registrationfree

Register with the California Franchise Tax Board for state income/franchise tax obligations. Registration itself is free. LLCs and corporations owe an $800 minimum franchise tax each year as an ongoing obligation (first-year exemption may apply) — see the recurring compliance calendar, not formation costs.

  6. California Seller's Permit (Sales Tax)free

Obtain a seller's permit from the California Department of Tax and Fee Administration to collect sales tax on tangible goods.

Statutory note

HSC §113758(b)(2) requires the cottage food operator to be a natural person. An LLC cannot hold the DEH registration. The CA minimum franchise tax of $800/yr applies if you form an LLC alongside your cottage food operation.

Estimated one-time filing & permit costs: $827 (recurring obligations like the annual $800 franchise tax appear in the compliance calendar; county fees vary)

Financial outlook

The engine returns a viability corridor — verified recurring costs as an annual floor and the statutory revenue cap as a ceiling — and deterministically flags projections that conflict with them (over the legal cap, below the cost floor, internally inconsistent). This founder's inputs raise no flags.

At $9.00 per sale, clearing the recurring floor takes 6–13 sales/month. This founder's projection implies 223 sales/month; the legal ceiling corresponds to 695 sales/month.

The current-year cap is CPI-adjusted upward from the 2022 baseline — verify the current cap at cdph.ca.gov each January.

These figures are arithmetic on your own inputs and verified fee data. They are a cost floor and legal ceiling, not an earnings projection or a prediction of revenue. Real operating costs (ingredients, packaging, equipment, time) are not included and will raise the floor.

How our recommendations work

Never ranked by commission

Recommendation scoring is structurally incapable of reading partner economics — the code that ranks financing and services has no access to any referral or commission data. Rankings reflect fit for your business, nothing else.

Disclosure built into the link

Every referral link on this site and in generated roadmaps is rendered by code that generates the FTC disclosure together with the link. It is not possible for us to show a referral link without its disclosure.

Official option always first

The direct government filing portal is always shown as the primary option. Referral partners appear as a clearly-labeled convenience alternative, never as a replacement.

Your data stays yours

Wizard intake stays in your browser until you submit it, and generating a roadmap requires no account and no email address. We log referral clicks in aggregate; we do not sell or share intake data.
